Guidelines
Charter
The content of this charter is broadly supported and was developed in an open consultative process with representatives of the agriculture and food industry.
The process was accompanied by a core group consisting of representatives of the industries and authorities involved.
The charter is aligned with the “Digital Switzerland” strategy and the Federal Council’s “Digitalization Strategy” and represents an implementation of this strategy for the agriculture and food sector.
The “Digital Switzerland” strategy upholds the principles that the economy and society have room for digital development; that the structural change brought about by digitalization should be actively tackled; and that the associated transformation processes should be networked.
The Federal Council is striving to achieve four core objectives with its strategy:
- Innovation, growth and prosperity in the digital world
- Equal opportunities and participation for all
- Transparency and security
- Contribution to sustainable development
In line with the “Digital Switzerland” strategy, a dialog will be launched together with the charter to network all stakeholder groups.
The aim of this dialog is to create a common awareness, promote cooperation, identify the need for action and ultimately implement the strategy.
Guidelines
The following twelve guidelines for dealing with digital data and applications represent a concretization and complementation of the relevant fields of action and objectives of the “Digital Switzerland” strategy for the agriculture and food sector. All guidelines are of equal value.
I Focus on benefits
We are committed to ensuring that digitalization strengthens the sustainability and competitiveness of players along the value chain, increases efficiency at federal and cantonal level, reduces administrative costs and further improves animal welfare, the protection of natural resources and resource efficiency.
II Transparency
We want stakeholders to have access to information about the use of their data and want to inform them about the existence of data platforms and their use
III Access to data
We promote free access to anonymized data.
Access to non-anonymized data should only be possible after approval by the actors who generated the data.
IV Qualification
We support the use of data through an open exchange via defined interfaces and thus want to enable stakeholders to exploit the great value creation potential of data.
V Free competition
We are committed to fair competition among suppliers for the benefit of all players along the value chain.
VI Value of the data
We take the position that data has value.
Those stakeholders who make their data available should not be disadvantaged by this, but should be able to benefit from it.
VII Data sovereignty
We support the principle that the data generated by the actors and made available in data platforms may only be used for the expressly intended purposes and may not be passed on to third parties without authorization.
VIII Infrastructure for data transmission
We strive to ensure that the necessary applications and infrastructures are developed and expanded in a targeted manner so that the requirements for using the data are met in as many regions of Switzerland as possible.
IX Added value through data networking
We undertake to use standardized data formats and interfaces.
We recognize and use the federal government’s master data and transmission formats.
This enables data to be networked and added value to be generated.
X Duty of care
We endeavor to ensure that the players are aware of their corporate obligations with regard to the conscientious handling of their data and that they assume this responsibility.
XI Research, knowledge transfer and innovation
We support research activities, target group-oriented training and consulting services as well as innovative business ideas.
Synergies are to be exploited, resources pooled and knowledge transferred in order to initiate innovations.
XII Technological development
We promote the further development of applications and technologies in order to create recognizable benefits of digitalization for players along the value chain.
